Savai'i Hydro: Overcoming Social Barriers to Implementation

This report was prepared by Ma. Luisa A. Zuniga- Carmine a consultancy for the ADB. The purpose of the regional technical assistance (TA) is to promote investments in renewable energy, energy efficiency and greenhouse gas abatement (REGA) technologies that will increase access to energy by the poor, realize other strategic development objectives, and help reduce greenhouse gas (GHG) emissions. This is a follow-up TA to a desk study conducted in 2004 that included Samoa. The TA aims to develop capabilities for promoting and facilitating community acceptance of REGA technologies and supporting enabling policy, regulatory, institutional reforms and development strategies.
